How to Sell a Car Privately in Pennsylvania

After you list your vehicle for sale, it’s time to start gathering the documentation required by the state and any paperwork that might be useful for the buyer, like the owner’s manual, maintenance records, and vehicle history report. If a prospective buyer requests a professional vehicle inspection, it’s a good idea to agree to it, as this will ensure that the buyer feels confident about their purchase.

In most cases, once you and the buyer have agreed on a purchase price and finalized the deal, these are the steps and required DMV forms to sell a car in Pennsylvania:

Present Proof of Ownership

As its name implies, a proof of ownership document simply states that you are the legal owner of the vehicle and, thus, have the right to sell it. The state accepts any of the following records as proof of ownership:

  • Manufacturer Certificate/Statement of Origin
  • Pennsylvania Certificate of Title
  • Out-of-State Certificate of Title
  • Court Order Assigning Ownership
  • Salvage Certificate

Transfer the Title

Next, you’ll sign the Certificate of Title over to the buyer, which MUST be done in the presence of a Pennsylvania DOT agent. You will be asked to show identification and provide the following information:

  • Buyer’s name and address
  • Date of sale
  • Odometer reading
  • Selling price
  • Signatures of both buyer and seller

If you don’t have the title or it has been damaged, you can apply for a replacement using Form MV-38O before you list your car for sale.

Complete a Bill of Sale

While a Bill of Sale is not legally required by the state of Pennsylvania, it protects you legally and gives the buyer added peace of mind. The Bill of Sale doesn’t need to be highly detailed but should include basics like the year, make, and model of the vehicle, the VIN, and the information you provided when transferring the title, as discussed above. Give the buyer the Bill of Sale and keep a copy for your records.

Remove the License Plates

Lastly, be sure to take off your license plates. In Pennsylvania, you can’t transfer license plates to the buyer, so you must return them to the DOT. You can, however, have the DOT transfer the plates to another vehicle you own.
